DO NOT use bleach or anything w/ammonia. It will make it worse when it dries. Urine Gone is a pretty good remover. You can get it at pet stores and its pretty inexpensive. The smell is probably contained to one area because cats usually will only go in one place and as long as the smell is there they will keep doing it.
References :
http://kdka.com/video/?cid=60
(click on the urine gone video to see it being tested by our local news channel)

Coffee!!!!! Turn up the heat in the basement and open a couple of cans of coffee. Leave them in the basement for 3 or four days and you will no longer have the urine smell. This will work with almost any smell.
References :
i rented a house once that had had some one with cats in it about ten years ago (according to my landlord). the litter box had been in the laundry room and so all my clothes started to smell like cat urine. it was awful. i tried absolutely everything from air fresheners to vinegar. in the end i found out that the best thing was to have incense burning as much as i could. keeping the door closed helped keep the smell in that one little area too. other than that i couldn't do anything. its an awful problem and just one of the many reasons i prefer dogs to cats. good luck!
