FOLLOW THESE SUGGESTIONS VERY CLOSELY
Step 1: Locate the areas where visible cat urine stains or odors are noticeable. If you can't see any stains, but you can smell an odor, then you need to use a Planet Urine Odor Detector Blacklight to locate these areas.
Step 2: Thoroughly pre-vacuum soiled areas. NOTE: if you have a vacuum with a hose attachment, use it.
Step 3: Pre-mist the soiled areas with Planet Urine's Soil Release Pre-Mist provided in your Do-It-Yourself Cat Stain and Odor Removal System. Do not saturate the areas! Using the Applicator Brush provided in the system, thoroughly work the Soil Release Pre-Mist into the stained area. This helps to release stubborn old/dry urine stains.
Step 4: Apply 1/8 to 1/4 inch layer of Planet Urine's UrineOutâ„¢ Powder over the soiled area.
Step 5: Using the Applicator Brush, firmly work the UrineOutâ„¢ Powder completely into the soiled area. Work the powder DEEP into the area. Allow the powder to stay in the carpet until it is thoroughly dry.
Step 6: Thoroughly vacuum the UrineOutâ„¢ Powder out of the area. At this point the powder is now holding the urine and odors.
TRIED IT AND IT WORKS

Best recipe I have ever found is this. Pull the carpet up and wash the floors real good, Seal it with a latex paint, Clean the carpet with w/e ya want. Ohh Dont forget to replace the pad, Cat piss is the hardest to remove of anything, If the pad isnt removed and the floor sealed right, The smell will linger around for years.

Sorry, but if the padding gets urine soaked, you may have to rip it up and replace it. Masking cat pee on a rug can work but temporarily. It lingers like nothing else.

the stain can be removed with liquid soap and water, but prior that, take bi-carb and dampen it, put a thick paste on the stain for some time it will eliminate the smell, wash and hang in the sun, it should help, if you can get boraks and rub the dry powder in

We bought a house 3 years ago in very early Spring; when the weather turned warm … OMGosh!!! … the urine odor was horrendous!!
We ripped up the carpeting and the pad and went to see about new carpet. The carpet salesman told us we had to seal all floors, carpet and wood, with something like Kilz (3 coats) prior to putting down new pad and carpet or else the odor would just leach back up into the new pad and new carpet.
The other responder is right when he said cat urine is the hardest to get rid out of carpeting. By the way, the odor can and will also soak into sheet rock.

Try blotting with white vinegar – never rub your carpet in a circular motion, though.
